EU Launches InvestAI Initiative: A €200 Billion Investment in Artificial Intelligence

InvestAI: Paving the Way for Europe’s Leadership in Artificial Intelligence

In an exciting new step towards Europe’s leadership in artificial intelligence (AI), the European Union has launched the InvestAI initiative at the Artificial Intelligence Action Summit in Paris, yesterday, on 11 February 2025. The goal? To mobilize €200 billion in investment for AI, including a bold €20 billion fund for AI gigafactories. This initiative will drive open, collaborative development of the most advanced AI models and put Europe at the forefront of AI innovation.

InvestAI: Empowering Europe’s AI Future

At the core of the InvestAI initiative is the creation of AI gigafactories across Europe. These state-of-the-art facilities will focus on training highly complex AI models, which are crucial for breakthroughs in fields like healthcare, medicine, and science. The gigafactories will be equipped with the latest AI technology—100,000 next-generation AI chips—allowing them to process vast amounts of data and power the development of next-level AI systems.

Commission President Ursula von der Leyen emphasized the significance of this initiative, stating that AI will improve our healthcare, spur research and innovation, and boost our competitiveness. Von der Leyen also stressed that this is an opportunity to make Europe an AI continent, with InvestAI, being a way to supercharge such efforts. The European Investment Bank and via its President, Nadia Calviño, also mentioned that together with the EU Commission, the EIB will be stepping up its support for Artificial Intelligence, a key driver of innovation and productivity in Europe. Henna Virkkunen, Executive Vice-President for Tech Sovereignty, Security, and Democracy states that the foundation for AI gigafactories marks a historic milestone to pool our resources; empower AI entrepreneurs to innovate and scale in the most challenging fields.

Unlocking Innovation Through Collaboration

What makes InvestAI truly groundbreaking is its focus on open, collaborative innovation. The gigafactories will serve as a platform for not only large corporations but also smaller businesses and research institutions, ensuring that everyone has access to the computing power needed to develop groundbreaking AI technologies. This public-private partnership, compared to the CERN for AI, aims to create a trusted ecosystem where AI is developed responsibly and for the benefit of all.

These AI gigafactories are set to become the largest global public-private partnership dedicated to AI development. By supporting both large and small companies, InvestAI ensures that the next generation of AI innovation isn’t limited to the biggest players, but accessible to all who wish to contribute to this technological revolution.

A Strategic Investment for the Future

The InvestAI fund is designed with a smart, layered investment model that helps reduce risks for private investors. With EU funding from programmes like Horizon Europe, Digital Europe, and InvestEU, alongside contributions from Member States, the initiative will make significant strides in a European AI blueprint.

The €10 billion already committed to AI factories is the largest public investment of its kind, unlocking more than ten times the value in private funding. This massive investment ensures that European start-ups and industries have access to powerful AI computing resources, helping them scale their innovations quickly and effectively.

Supporting AI Innovation Beyond the Gigafactories

While the AI gigafactories are a highlight of InvestAI, seven of which were announced in December – a 10 billion EUR investment, the initiative is part of a broader package to strengthen AI innovation in Europe. Additional actions include:

  • Financial Support: Funding through Horizon Europe and Digital Europe will back generative AI projects.
  • Talent Development: Programs to expand Europe’s talent pool through education and reskilling initiatives.
  • AI Start-up Growth: Support for AI start-ups via venture capital and equity investment.
  • Data Infrastructure: The development of Common European Data Spaces to enhance AI model training.
  • Industry Applications: The GenAI4EU initiative will promote AI use cases across various industries, from healthcare to mobility.
  • AI Research: A new European AI Research Council will pool resources to explore the full potential of AI.
